The encrypted mobile
phone of NSA
Committee of Inquiry Chairman Patrick Sensburg may have been hacked. The
defective device was sent from the Bundestag to Bonn for analysis. The
container arrived - unsealed.
The Bundestag Committee investigating the NSA spying scandal
may itself have been spied on. According to information obtained by Die Welt , there are suspicions that the so-called
encrypted phone of Committee Chairman Patrick Sensburg may have been hacked. The
device is therefore to be examined by the Federal
Office for Information Security (BSI) in Bonn. The CDU politician is for
the moment unwilling to comment.
An ominous course of events forms the backdrop of these
suspicions. In February, the Committee Chairman Sensburg is said to have noticed
a malfunction in his Blackberry Z30. The Bundestag's administrative division
then sent the device to Bonn in a sealed container for analysis by the BSI through
the shipping firm DHL [a German firm]. It was the first time transport was
arranged this way.

In response to inquiries by Die Welt , the Bundestag confirmed the facts surrounding the
situation. The lead-lined shipping container was opened upon arrival at its
destination. According to Die Welt's sources,
the device had obviously been taken out of the container before being delivered.
The Bundestag's administrative division says that a complaint that the package
had been broken into has been filed against “persons unknown.”
The BSI is now trying to ascertain if the device had been
accessed. A detailed analysis will take several weeks. What's behind all this remains
completely unknown. Therefore, any involvement by an intelligence service can
only be a matter of conjecture. Neither the federal government nor the BSI
wished to comment.
Sensburg regularly
works with highly classified documents
Patrick Sensburg is quite an interesting target for spies as
he regularly deals with highly classified documents. The investigative
committee he presides over is trying - in the course of the revelations of U.S.
whistleblower Edward Snowden - to elucidate possible violations by intelligence
services at home and abroad. This week, committee members will be hearing
testimony by a former section chief of the Bundesnachrichtendienst
[The Federal Intelligence Service or BND.]
The security measures surrounding the committee are high,
which is why committee chairmen and section chiefs were given encrypted telephones
in the first place and safes were installed in representatives’ offices. The Office
for the Protection of the Constitution urged committee members to use their
encrypted phones more frequently and exercise more discipline in their
communications. Security officials had early on warned committee members that
they were attractive espionage targets so should expect to be surveilled.
Concerns were raised by revelations a year and a half ago
that the American intelligence services had for years tapped the cell phone of
Chancellor Angela Merkel. The U.S. side never denied the accusations. Reports
that the phones of committee members, Bundestag members or their staffs were
monitored have yet to be confirmed.

Democratic Union [CDU] caucus, had reported last summer his cell phone's "strange
behavior." Subsequent analysis concluded that a third party had gained
access to the phone. However, the CDU politician later issued a correction: an
additional general analysis by the BSI was unable to confirm that data had been
accessed.

At the time, the BSI in Bonn provided detailed information about
this type of analysis. In a letter to the NSA Committee of Inquiry, BSI President
Michael Hange explained that there are several levels of analysis. During a
third-level analysis, for instance, the hardware would be examined. X-raying
the device can reveal certain types of tampering, but this level of analysis cannot
be done without destroying it.
After becoming aware of the alleged surveillance of Merkel’s
cell phone, the federal and state governments argued for better protection
against espionage. According to government sources, more than 3,000 encrypted smart
phones were distributed to federal officials alone. The number is expected to rise
over the next few years.
Are even encrypted
phones secure?
Most government employees including Chairman Sensburg use
phones by Canadian manufacturer Blackberry. The cost of one of the devices is
roughly €2000 [$2200] and communications are encrypted with technology from German
company Secusmart , yet just how
secure encrypted mobile phones are remains unclear.
According to information provided by the Interior Ministry,
the device only meets requirements for communications rated “Confidential - For
Internal Use Only.” This is the lowest of four levels of classification.
Many owners of encrypted mobile phones don’t consider them suitable
for everyday use. There have been complaints about short battery life, time
lapses in transmitting conversations and poor voice quality. Users have the option
of choosing secure or normal mode. For an encrypted communication, both parties
are required to have the same type of encrypted phone.

activities
The NSA Committee of Inquiry has been in the headlines
several times recently. With his dealings with the BND, the Committee's former CDU
Caucus Chairman Kiesewetter justified his departure.
In addition, Great Britain sent a letter of protest criticizing
the fact that there were several instances in which the committee leaked internal
information to the public. Shortly thereafter media reported on a secret operation
of the British, and representatives expressed suspicion that they had been set
up.
Committee Chairman Sensburg has had problems with the public
prosecutor’s office. He was investigated
for allegedly having beaten his girlfriend . According to Sensburg, the
investigation has since been halted [since his girlfriend withdrew the charges].
