Let Web Giants Supplant Armies and Confront Terrorism (Les Echos, France)

In regard to a threat like that posed by an internationalized and decentralized Daesh [Islamic State], we now know that the effectiveness of conventional armies is relative. Terrorist groups use the Internet and the services of GAFA (Google, Amazon, Facebook and Apple) as a field of operation and a recruiting platform. For example, the algorithms of Facebook help jihadists target potential recruits as is so well-demonstrated by the testimony of [journalist] Anne Erelle in her book In the Skin of a Jihadist [Dans la peau d'une djihadiste].

 

It's only consistent to consider the role that these giants of the Web might play in the fight against global terrorism. Particularly since in just a decade, these actors have proven they have the capacity to transform many areas of life: infrastructure, culture, communications, marketing, and more recently health, transport and education. Why not also domestic and even international security? With their advanced technologies, wouldn't GAFA be the best weapon against threats like Daesh? That would allow them to continue pursuing their mission of transforming the world and of course, secure their position in the cyber security market by replacing the ancient model of state armies.

 

 

Is this a realistic scenario? According to Guy-Philippe Goldstein (expert on cybersecurity and author of Babel Minute Zero), it is the risk of degrading their public image which today is holding GAFA back. However, start-ups in this area have seized the moment – such as American Palantir, which seeks to analyze huge amounts of data to "help institutions protect freedom," or Israeli Satellogic, which has the ambition of deploying a civilian network of nano-satellites, the effectiveness of which will be comparable to the best the military has to offer.

 

All indications are that in the coming years, many companies are poised to "disrupt" traditional military models by facilitating access to monitoring tools, analytics, propaganda and action based on Big Data, artificial intelligence, robotics, drones, nanotechnology and biotechnology.
