Regardless of how the current crisis in France is resolved, the
country along with the rest of Europe will have to alter their anti-terror
policies.
Yes – this was an event on the scale of the September 11
attacks. Luckily much smaller in terms of the number killed at the World Trade
Center and the Pentagon, but it hardly matters. To the French, the shock of the
last few days is overwhelming and cannot be easily dialed back.

For many years, the French have been known for fighting an
extremely effective and even brutal war against Islamic extremism. The French
have the very painful experience of the Algerian War and battles
fought against left-wing terrorists. In Europe only the British have comparable
experience in the fight against terrorists.
The fact that the police and counter-intelligence were unable
to prevent the well-organized group that attacked Charlie Hebdo comes as no surprise to analysts.
No agency in a country with such a large and hermetically-sealed Muslim
community is able predict everything and neutralize everyone.
Yet the Paris attack is a challenge to the whole of the European
Union. I have no doubt that the French can cope with the current threat, but
the E.U. needs to start preparing for the next such event, because it will
