The failure of Iraq is the failure of the international
community, which through blindness, cowardice or stupidity, has for many years
piled up errors in the Middle East. The (tiny) signs of preparedness to
confront Iraq's advancing jihadist madmen one perceives in Europe and the
United States would have been welcomed in the initial months of Syria civil war.
Perhaps it would have permitted the prevention of tens of thousands of deaths
and the emergence of the Islamic State, a Sunni extremist movement which now
threatens much of the region, from Lebanon to Kurdistan.

It's never too late, of course. One need only read the reports from our
correspondents in Najaf and Sadr City to understand
the extent of the chaos in the region and the imperative of finally beginning to
act. But whatever action is taken must not be ad hoc and isolated: the entire
international community, including the Arab states, must tackle the problem,
and within a legal framework avoid past mistakes. A priority is to convince
Nouri al-Maliki, Iraq's prime minister long backed by Washington, to give up
power in order to prevent a Shiite-on-Shiite war that would be a Godsend for the
Sunni extremists.
