Would more contact and knowledge of the outside world incite these men to rise up against the Kim Jong-un regime? Washington and Seoul may soon be testing the waters - if they aren't already.

South Korea-U.S. policy toward North Korea could potentially entail aggravating discord within the country, claimed Park Hyung-jung, a researcher with the Korea Institute for National Unification. But Park warns that such a policy demands great caution.

 

On Wednesday, Feb. 20, at an event focused on countering the North Korea nuclear threat, Park said, "Among the many elements of a South Korea-U.S. policy targeting North Korea, it is extremely strengthening those promoting internal discord will be one."

 

"We must demonstrate the capacity to aggravate the North's internal political difficulties by better enabling the North Korean people to make contact with the outside," he went on. And he cautioned, "If this succeeds, Pyongyang will retaliate by stepping up its provocations against us, so South Korea must prepare."

 

At the same event, Hong Hyun-ik of the Sejong Institute emphasized that South Korea must ensure it maintains the military capacity to effectively attack North Korea.

 

"To enhance South Korea's ability to attack the North, we should quickly deploy missiles with a range of 800km, expand our stock of high-caliber munitions like bunker buster bombs, and improve the quality of our weapons guidance systems," Hong said.
