There
are no more good solutions for ending the Syrian slaughter, and the entire
international community bears responsibility. After the chemical attack in
the suburbs of Damascus on August 21, all of today's heads of state will be held
accountable to history for what they haven't tried, and they know it. For Paris
and Washington, who say they have acquired a "certainty of guilt" for
Bashar al-Assad in the crime, the case is no longer open
to doubt. If one believes the posturing and warlike-comments read and heard
throughout the day on Friday, Barack Obama and François Hollande have made up
their minds - and have even begun a countdown.

The
two men are preparing to launch "targeted" strikes, intended to
"punish" the Syrian regime and demonstrate that there are limits to what
can be tolerated. It is now a matter of their credibility on the international
stage. Deprived of their British ally, repudiated Thursday night by a House of
Commons determined not to repeat the Iraq disaster, the two men, in an unlikely
alliance, are preparing their publics. A complete reversal of the situation
when one considers that Paris and Washington, just ten years ago, had relations

the nearly unbearable subservience of France to the United States. But Holland
is more of a war leader that he seems, as shown by the recent expedition in
Mali. The only caveat is that there can be no blunders, and beyond the strikes,
there must be thought about what comes next.
