Do Americans and Russians Think Chinese are 'Idiots?'

 

Is it reasonable for the United States and Russia to ask China and other nuclear weapons states to disarm, when Washington and Moscow retain the capacity to destroy the earth '49 times over'? According to this editorial from China's state-controlled Global Times, before asking Beijing to disarm, the U.S. and Russia had better cut their nuclear stockpiles to match China's.

"The United States and Russia are to cut their nuclear stockpiles so that rather than being able to destroy the Earth 50 times, they can only do so 49 times - and now they want others to follow? Do they think people are idiots?" This message from a Chinese Internet user - direct and a bit rough - represents the feelings of the vast majority of Chinese people. According to an online survey, 94 percent of our population is against Chinese nuclear disarmament. Those in the West who seek the early disarmament of China really ought to listen to these voices.

 

A nuclear security summit was recently held in Washington. The summit hosted a discussion about how global cooperation could help address the threat of nuclear terrorism, but many Western media outlets and officials took the opportunity to hype China’s nuclear weapons capability and hold China up for criticism. Such people made much hay of the new U.S.-Russia agreement [START], saying that China should make additional efforts on the issue of nuclear security, while others criticized China for shunting its international obligations. Still others simply made out a list of so-called nuclear warheads, saying that now is the time for nuclear disarmament.

Since acquiring nuclear weapons in 1964, China has shared its ideas and proposals with the world, advocating the complete prohibition and thorough destruction of all nuclear weapons. But now, in the light of the U.S.-Russia agreement, some Western commentators are focusing on China, ignoring the reality of today's nuclear security situation and avoiding the fact that the United States and Russia bear the brunt of responsibility.

 

Right now, over 90 percent of the world's warheads are in American and Russian hands, who retain absolute nuclear domination. Even if they cut their forces in half, which they ought to do, it would make little difference in terms of world peace. Moreover, while the U.S. and Russia have signed a protocol, they've taken no real action. Some American hawks are still shouting that the United States must maintain an even more powerful nuclear force. It's hard not to be alarmed by views like this: some Americans are playing the same old moldy card: weakening other countries to strengthen their own and pushing disarmament on others to maintain its own nuclear superiority.

 

China has been very responsible on the nuclear disarmament issue. The question of when and how China will begin to disarm should be based on how total Chinese nuclear strength measures in the context of the current international security regime. China's goal is to maintain stability and a global strategic balance.

China understands and is willing to listen to the views of developing countries (especially non-nuclear countries), but should also respect the average person's sense of his or her own national security. Ultimately, we'll have to see if U.S.-Russia nuclear disarmament comes about and is maintained.

 

Before opening their mouths, those who want to talk about nuclear disarmament with the Chinese people will first have to understand China's disarmament policy. In particular, certain “nuclear superpowers,” if they are sincere, should at least be more determined to cut the number of their own nuclear weapons to levels similar to China's - and promise never to be the first to use them. Otherwise, such talks will only undermine China's security.

Nuclear weapons are the greatest threat to human survival. China has always been an active promoter of nuclear disarmament. China does not participate in any form of nuclear arms race and will continue to maintain its own nuclear force at the lowest level that meets its national security needs. But China will not allow other “nuclear superpowers” to lead it by the nose, much less place limitations on it.
