Top Defector Warns of Kim Jong-il's 'Obsolete Nuclear Junk'

"Kim Jong-il is a selfish coward. He would absolutely never use nuclear weapons because he knows that if he did, he would lose his life … That is why we needn't fear it if North Korea produces nuclear weapons."

Commenting on North Korea’s nuclear reactor demolition show on June 27, Hwang Jang-yop, President of the Committee for the Democratization of North Korea, has called the cooling tower and nuclear complex which Kim Jong-il used in his talks with the U.S. "junk."

[Editor's Note: A former professor of Kim Jong-il at Kim Il-sung University and Chairman of North Korea's Supreme People's Assembly, Hwang Jang-yop defected in 1997, became the highest-ranking defector in the history of North Korea.]

On his Free North Korea Radio program, Lectures By Hwang Jang-yop on June 30, Chairman Hwang said, "The Yongbyon nuclear complex is an obsolete piece of junk."

On February 13, 2007, right after the Agreement was signed at the Six Party Talks, Hwang said, "When North Korea discusses its willingness to freeze its nuclear facilities, it talks of Yongbyon." He said, "But the Yongbyon nuclear reactor has already produced enough plutonium to make nuclear weapons. Indeed, it has already produced all the [nuclear weapons] it needs."

Relating a conversation he overheard [before he defected], Hwang said, "In 1996, I heard the secretary in charge of the munitions industry say, ‘We don't need anymore plutonium. Now we can produce nuclear weapons with Uranium-235.’ So we can assume that the North subsequently produced nuclear weapons using its uranium enrichment program."

Hwang said, "The Six Party Talks may give the impression that the North Korean nuclear issue has been resolved. But North Korea still refuses to admit that it cooperated with Pakistan to develop nuclear weapons using enriched uranium." He stressed that North Korea must also declare and destroy its Highly-Enriched Uranium program in accordance with the February 13 Agreement .

[Editor's Note: Although the United States has long accused the North of having a uranium enrichment program, North Korea has always denied it. The North has only admitted to producing the less-lethal plutonium. Allied intelligence agencies believe Pakistan assisted North Korea with its uranium enrichment .]

Hwang also said, "Kim Jong-il is a selfish coward. He would absolutely never use nuclear weapons because he knows that if he did, he would lose his life."

"That is why we needn't fear it if North Korea produces nuclear weapons and builds more prisons. What's important is that we arm and educate defectors about democracy so that they can help overthrow the one-man rule of the Kim Jong-il dictatorship," Hwang said combatively.

"There is a saying that if you tell a lie a hundred times, it becomes truth. Kim Jong-il will continue to lie and nothing we do here is ever going to change that. It's important for us to remain alert at all times so that we see through North Korea’s deceitful propaganda," Hwang said.

North Korea toppled the cooling tower at its plutonium-producing reactor in a symbolic move to show its commitment to a disarmament deal, just a day after submitting an inventory of its nuclear program.
