On Nukes, Obama 'Feigns Retreat in Order to Attack'

 

Is President Obama's recent proposal to pursue a nuclear weapon-free world actually a way for the United States to retain its unquestioned global dominance? According to this commentary by Wen Qiang, writing for China's strictly state-controlled Global Geographic Times:

 

"What country in the world could possibly rival the United States in conventional weaponry - except through the use of nuclear weapons?this so-called nuclear-free world being proposed by America is purely for the elimination of nuclear weapons in other countries, so that the U.S. can be the only game in town and continue its global hegemony. ... Sooner or later, this American trick will be seen for what it is."

Since the successful development of nuclear weapons by the United States, the world has been shrouded in nuclear terror. This was particularly true just after World War II, when the world was dumbfounded by the destructive power of the atomic bombs that the U.S. dropped on Japan. It is said that all nuclear weapons in current inventories are much more powerful than those two combined. Therefore, the nuclear weapons states have banded together to create groups to use their influence to inhibit the continuing spread of nuclear weapons. However, because of their own security, the very "deterrence" sought by the nuclear powers has created rising alarm among non-nuclear states - with more and more countries seeking these types of unconventional weapons. This is why Iran and North Korea are bent at all costs on developing nuclear weapons.

 

Recently, President Barack Obama raised the idea of a nuclear-free world. At first hearing, it sounds as if this would be in line with developing trends toward world peace and lesson the concerns of non-nuclear states about the deterrence of the nuclear powers. However, looked at from another point of view, what country in the world could possibly rival the United States in conventional weaponry - except through the use of nuclear weapons?

 

In today's world, the nuclear states are the United Kingdom, the U.S., Russia and France, China, India and Pakistan. Then there are a number of suspected nuclear states - Iran, North Korea, and the country of Israel. And then there's Japan, which could at any time develop nuclear weapons - an undertaking that would take about six months. Frankly speaking, our country's combined national conventional forces are quite a limited deterrent compared to those of the United States. Even compared to European and other developed countries, we are at a disadvantage - after all, our development began much later and under far different conditions. Therefore, our Second Artillery Corps [China's strategic missile force] is our de facto last line of defense for deterring foreign forces.

 

If we follow Obama's proposal to its logical conclusion, and all nuclear countries emptied out their nuclear arsenals, then the planet would inevitably shift toward a one-sided military balance favoring the United States, which couldn't in the short term be challenged by China or any other country.

A simple example is that while most developed countries make unremitting efforts to develop third- or fourth-generation fighter aircraft, the United States has already completed the production of fifth-generation F-22s and has begun to develop a sixth-generation fighter. And up to now, it's the only country with fifth-generation fighters.

 

[Editor's Note: Lockheed Martin coined the term fifth-generation fighter - meaning an aircraft that employs stealth, super cruise and integrated avionics. Talk of  sixth-generation fighter, to be available some time in 2025, remains rather vague in terms of what the aircraft would do, aside from having a longer range than the F22 and much reduced radar signature].

The United States has twelve aircraft carrier battle groups, a powerful army, the greatest long-range strike force capability in the world and is perhaps the only country capable of carrying on two wars at the same time. Why wasn't Taiwan taken back after the founding of the People's Republic of China? It was because just as the PRC was going to take back Taiwan, war on the Korean Peninsula broke out. Troops that were deployed along the southeast coast [facing Taiwan] were redeployed to the northeast even while wearing unlined clothing better suited to warm weather, even as the U.S. blockaded the Taiwan Strait.

 

It can now be said that China's Second Artillery Corps. is the one of the world's most mysterious forces. Its actual strength is something that countries such as the U.S. and Japan dearly want to know about. But so far, apart from deliberately exaggerating the threat from China so as to justify boosting their own military expenditures, they can't do a thing to counter the Second Artillery Corps. If at some point the situation changes, the Second Artillery Corps. can always come up with a heavyweight deterrent - but exactly how much inventory we have remains a mystery, and causes them untold headaches. For its own security considerations, the U.S. dare not be too curt with China, but step by step must tentatively feel its way. The way to think of this is that as long as that Second Artillery Corps. exists, even the United States will have to think twice before doing what it likes.

Therefore, this so-called nuclear-free world being proposed by America is purely for the elimination of nuclear weapons in other countries, so that the U.S. can be the only game in town and continue its global hegemony. We have to recognize this fact and not be deceived by this "feigning retreat in order to attack." We are committed to nuclear non-proliferation and will never be the first to use nuclear weapons. We will only use them as a deterrent to safeguard our own national security.  "You don't mess with me, I don't mess with you." Sooner or later, this American trick will be seen for what it is.
