Hardliners Favor Renewed Contact With Americans

 

Has a consensus been reached in Iran - even amongst hard-liners in the conservative government - that the time has come to consider renewing ties with Washington? According to this somewhat startling op-ed article from Iran's reform-minded Farsi-language E'etemad [Trust], "rival conservative as well as reform factions … welcome any step that could remove the layer of suspicion between Iran and the United States."

At the end of George Orwell's famous novel, fierce enemies finally decide to sit beside one another, preferring negotiation to confrontation [Animal Farm?]. In such arenas, those who win prefer reality to ideology; and eschew the sacrifice of reality to dogma. After numerous ups and downs, American officials have expressed their willingness to hold direct talks with Iran - even while it remains under the Islamic Republican system. Finally and perhaps in spite of their true wishes, after 28 years the Americans have finally confessed that the Islamic Republic cannot be easily eliminated or ignored. But it's a sign of pragmatism that under the worst possible conditions the Americans have expressed a desire to talk, which in turn has encouraged their Iranian counterparts to react.

 

The story began a month ago, when Condoleezza Rice expressed a desire to meet [Foreign Minister] Manuchehr Mottaki. The meeting was to take place earlier this week at the Egyptian tourist resort of Sharm Al-Sheikh. The Sharm Al-Sheikh conference, which was attended by about 50 countries, lasted two days and was called to address the reconstruction and restoration of security in war-trodden Iraq.

 

Iran was the last country to announce it would attend the conference. Before that, it was thought that Iranian officials would not participate because of extreme dissatisfaction with the United States, which had announced its participation from the very beginning. At the same time, White House spokesmen and Secretary of State Rice advised Iran not to miss the opportunity of being present at Sharm Al-Sheikh.

 

Reacting to early remarks by Iranian officials that Tehran would not attend, White House Spokesman Sean McCormack suggested that if the Iranians really wanted to help rebuild Iraq and restore its security, they should attend. Of course Iran never openly explained why it planned to stay away from the Sharm Al-Sheikh meeting, but unofficial sources suggest that Tehran, unhappy with the American raid on the its consulate in Arbil   in which five Iranian diplomats were detained, wanted their release to be a precondition for Iranian participation. Nevertheless, Iranian officials apparently concluded that attending Sharm Al-Sheikh would be the more advantageous course, and agreed that Iran would send its foreign minister.

 

From that moment, rumors about the likelihood of a Rice-Mottaki meeting gathered strength, and although no official meeting was held between the two, experts from the two countries spoke for a few minutes on the sidelines of the summit, and the brief exchange of pleasantries between Rice and Mottaki was extensively covered by the swarm of media present there.

 

Some news agencies claimed that an agreement was reached on a future meeting between the Iranian foreign minister and the U.S. Secretary of State. In fact, although Iran and America missed an important chance to hold official talks, the discussions between experts on both sides demonstrates an easing of relations, and is likely to serve as a prelude for a future meeting.

 

If such a meeting does take place, it will be fascinating to see individuals in attendance on both sides who for so long have represented factions that oppose reestablishing relations.

 

Thus in predictable fashion, official media that oppose such a rapprochement reacted negatively to a possible Rice-Mottaki meeting. By virtue of articles and reports of this kind, these [official] circles have discouraged renewed Iran-Americas talks.

 

Hoseyn Shari'atmadari, the managing editor of the Keyhan newspaper, described a possible meeting between Mottaki and Rice as a "dance with wolves WATCH ." Shari'atmadari is known as an ardent advocate of Iranian withdrawal from the Nuclear Non-Proliferation Treaty and takes a tough attitude toward America. In an op-ed article, Shari'atmadari wrote that there is no basis for holding talks with the United States, and believes that engaging in such talks would be tantamount to fatally wounding the 28-year resistance of the Iranian people.

 

Shari'atmadari writes: "Americans want talks for talk's sake, and not for a fair settlement of accounts between the two countries. The Americans want talks because for the past 28 years, the Islamic Republic of Iran's resistance to American coercion, domination and blackmail has made Iran the standard-bearer of the struggle against the system of world domination.

 

"America wants talks because Iran has become the model to emulate for independent countries and Islamic liberation movements. The Intifada in Palestine, Hezbullah in Lebanon, the cries of Muslims in Turkey, Algeria, Indonesia, and Malaysia and the 33-day Lebanese War - are just some of the places that have felt the influence of the Iranian nation's 28-year resistance. By engaging in talks with Iran, America intends to convey a message to these Islamic movements: That Iran has no choice but to return to America - that is to say, surrender to America - after resisting for 28 years."

 

"Do respectable [Iranian] officials who favor engaging in talks with America - causing not only the U.S. and its allies to jump for joy, but also some domestic groups - not understand that by embracing such a course, they are exchanging the precious jewel of Islamic power and strength with a cheap imitation?"

 

Criticizing the Ahmadinezhad Administration's apparent move to hold talks with America, Shari'atmadari says: "In brief, this is what I want to tell you: don’t shake hand with wolves. See how the wolves are jubilating and dancing even before any progress has been made!"

       

But while Shari'atmadari talks of dancing wolves, even hard-line elements in the conservative camp have concluded that the only option is to hold talks with America, since living in the real world of politics bears no resemblance to standing on the sidelines as an observer, critic or protester.

       

This fact is highlighted by rival conservative as well as reform factions, who welcome any step that could remove the layer of suspicion between Iran and the United States. If such steps are taken by those who have been unrelenting opponents of talks with America and not by the reformers - so much the better.

 

In fact, for President Ahmadinezhad and his supporters, opposing talks [with the United States] has long been an article of faith. But one after another, he and his backers have had to retreat from these positions.

 

Certainly, the backing away of such forces from their strong opposition to talks with America will not be their last retreat. Although they have yet to publicly explain their reasoning, this is just the beginning of a course correction that has been decided long ago by our most experienced politicians.

آيا ايران و امريکا گفت وگو مي کنند

در آخرين پرده از کتاب مشهور جرج اورول دشمنان خونين بالاخره ترجيح دادند کنار يکديگر بنشينند و راه مذاکره را بر شيوه مجادله بپسندند. در چنين ميدان هايي برنده نهايي کساني هستند که زودتر از ديگران حقيقت را بر آرمان ها ترجيح دهند و واقعيت را به بهاي ارزش هاي ذهني به مسلخ نابودي نکشند. اينکه مقامات امريکايي پس از کش و قوس هاي فراوان بالاخره تمايل خود را براي گفت وگوي مستقيم با ايران تحت حکومت نظام جمهوري اسلامي پذيرفتند و بالاخره و شايد هم به رغم ميل باطني پس از 28 سال پذيرفته اند جمهوري اسلامي دست کم به اين راحتي ها قابل حذف يا ناديده گرفتن نيست نشاني از پراگماتيسم امريکايي است. پراگماتيسمي که در نهايت واکنش همتايان ايراني را به دنبال داشت و در بدترين شرايط دو کشور تمايل خود را براي گفت وگو اعلام کردند. ماجرا از آنجا آغاز شد که کاندوليزا رايس حدود يک ماه پيش ابراز تمايل کرد با منوچهر متکي در اجلاس شرم الشيخ ديدار کند. اجلاسي که اوايل همين هفته در بندر توريستي شرم الشيخ مصر برگزار شد و حدود پنجاه کشور در آن شرکت داشتند. شرم الشيخ اجلاس دو روزه يي بود که موضوع آن به بازسازي عراق و نيز برقراري امنيت در اين کشور جنگ زده اختصاص داشت. ايران آخرين کشوري بود که در لحظات پاياني آمادگي خودش را براي شرکت در اين اجلاس اعلام کرد و پيش از آن تصور مي رفت مقامات تهران به واسطه دلخوري عميق از امريکا در آن شرکت نخواهند کرد. اين در حالي بود که امريکا از همان ابتدا آمادگي خودش را براي حضور فعالانه در اجلاس شرم الشيخ اعلام کرد و سخنگوي کاخ سفيد و وزير خارجه امريکا هم به ايران توصيه کردند فرصت حضور در شرم الشيخ را از دست ندهد. شان مک کورمک سخنگوي کاخ سفيد در واکنش به اظهارات اوليه مقامات ايراني مبني بر عدم حضور در اجلاس شرم الشيخ گفته بود اگر ايراني ها واقعاً خواستار بازسازي و برقراري امنيت در عراق هستند در اجلاس شرم الشيخ شرکت خواهند کرد. البته ايران دليل رسمي را براي علت عدم تمايل اوليه اش براي شرکت در اجلاس شرم الشيخ بيان نکرد اما محافل غيررسمي گزارش مي دادند تهران به خاطر اقدام امريکا در اربيل عراق و حمله به کنسولگري ايران و بازداشت پنج کنسول ناراضي است و پيش شرط حضورش در شرم الشيخ عراق هم آزادي بازداشت شدگان است. با اين وجود ظاهراً مقامات ايراني به اين نتيجه رسيدند منافع حضور در اجلاس شرم الشيخ از ضررهاي آن بيشتر است و در سطح وزير خارجه در آن شرکت کرد.

از همين جا بود که گمانه زني ها درباره احتمال ديدار رايس - متکي قوت گرفت و ايران و امريکا به کانون توجه رسانه هاي گروهي اجلاس شرم الشيخ تبديل شدند به گونه يي که سلام و عليک مختصر رايس و متکي بلافاصله در سطح وسيعي منعکس شد و اگرچه ديداري رسمي بين آنان به عمل نيامد اما نشست چند دقيقه يي کارشناسان دو کشور برگزار شد. نشستي که به گفته برخي خبرگزاري ها در آن توافق شد زمينه براي ديدار وزراي خارجه ايران و امريکا فراهم شود. در واقع در نشست شرم الشيخ اگرچه ايران و امريکا فرصت مهمي را براي مذاکره رسمي از دست دادند اما توافقات کارشناسان دو کشور نشان مي دهد اين اجلاس در ذوب کردن يخ هاي روابط ايران و امريکا چندان بي تاثير نبوده و در واقع پيش زمينه يي را براي ديدار احتمالي مقامات ايراني و امريکايي فراهم کرده است. ديداري که اگر اتفاق بيفتد بسيار جالب توجه خواهد بود زيرا از ناحيه کساني اين ديدار صورت خواهد گرفت که کمتر انتظار آن مي رفت زيرا هر دو گروه حاکم بر ايران و امريکا در شمار گروه هاي مخالف برقراري رابطه تهران - واشنگتن هستند. کما اينکه انتشار اوليه احتمال ديدار آتي رايس - متکي هم واکنش هاي مخالف رسانه هاي گروهي مخالف مذاکره ايران و امريکا را برانگيخت و آنان با نوشتن مقالات و گزارش هايي ايران و امريکا را از هرگونه مذاکره يي برحذر داشتند. «رقص گرگ ها» عنوان تحليلي است که حسين شريعتمداري مديرمسوول روزنامه کيهان براي توصيف ديدار احتمالي وزراي خارجه ايران و امريکا به کار برده است. شريعتمداري که از مدافعان سرسخت خروج ايران از ان پي تي و برخورد سخت افزارانه با امريکا قلمداد مي شود در اين مقاله معتقد است هيچ توجيهي براي مذاکره وجود ندارد و اگر آقايان به اين اقدام مبادرت ورزند در واقع تير خلاص را به مقاومت 28 ساله ايران برابر امريکا وارد کرده اند.

شريعتمداري مي نويسد؛ امريکايي ها از ايران مذاکره را فقط براي «مذاکره» مي خواهند نه براي حل و فصل عادلانه مسائل فيمابين، چرا که مقاومت جمهوري اسلامي ايران در برابر زورگويي ها، سلطه جويي ها و باج خواهي هاي امريکا طي 28 سال گذشته، ايران را به پرچمدار مبارزه با نظام سلطه جهاني و الگوي موفق براي نهضت هاي استقلال طلب و آزاديخواه اسلامي تبديل کرده است و اين نهضت ها، ايران اسلامي را عقبه استراتژيک خود و نمونه يي موفق و پيشتاز مي دانند و با الگو گرفتن از آن به حرکت رهايي بخش خود ادامه داده و مي دهند. انتفاضه فلسطين، حزب الله لبنان، خروش مردم مسلمان در ترکيه، الجزاير، اندونزي، مالزي و... که امروزه عرصه را بر امريکا و متحدانش تنگ کرده است - جنگ 33 روزه لبنان فقط نمونه يي از آن است - همگي در مقاومت 28 ساله ايران اسلامي ريشه دارند. مقصود امريکا از مذاکره با ايران، ابلاغ اين پيام به حرکت هاي اسلامي است که ايران نيز بعد از 28 سال مقاومت چاره يي جز روي آوردن به امريکا - بخوانيد تسليم در برابر امريکا - نداشت.

آيا مسوولان محترمي که امروزه در پي مذاکره با امريکا هستند و علاوه بر امريکا و متحدانش، آب ذوق زدگي را از لب و لوچه برخي گروه هاي داخلي سرازير کرده اند، نمي دانند متاع گرانبهاي عزت و اقتدار اسلامي را در مقابل چه بهاي اندکي مي فروشند؟،

شريعتمداري در پايان پس از انتقاد از تصميم دولت احمدي نژاد براي مذاکره با امريکا مي نويسد؛ کوتاه سخن آنکه با شيطان دست ندهيد و گرگ ها را ببينيد که هنوز هيچ اتفاقي نيفتاده چه ذوق زده مي رقصند. البته شريعتمداري در شرايطي از رقص گرگ هاي ذوق زده سخن به ميان مي آورد که حتي بخش هايي از تندروترين لايه هاي اصولگرا که اينک مسووليت گرفته اند به اين نتيجه رسيده اند چاره يي جز مذاکره وجود ندارد چرا که ماهيت دنياي سياست عملي با دنياي خارج گودنشيني و صرفاً ناظر و منتقد و معترض بودن متفاوت و حتي متعارض است.

اين همان نکته يي است که جريانات رقيب اصولگرا از جمله اصلاح طلبان بر آن انگشت گذاشته اند و از هر تحولي که به کوتاه کردن ديوار بي اعتمادي ايران و امريکا منجر شود، استقبال مي کنند ولو اينکه اين اقدام نه از جانب اصلاح طلبان که از جانب سرسخت ترين مخالفان مذاکره عملي شود.

در واقع نفس مخالفت با مذاکره يکي از مشهورات محمود احمدي نژاد و جريان سياسي حامي او به شمار مي آيد که اکنون همين جريان سياسي مجبور به تعطيلي مشهورات خود يکي پس از ديگري شده است. يقيناً تعطيلي مشهور مذموم بودن مذاکره با شيطان بزرگ آخرين مشهوري نخواهد بود که از جانب اين جريان سياسي به محاق تعطيلي خواهد رفت؛ اين تازه اول راهي است که سياست ورزان خبره مدت ها پيش به آن رسيده اند هرچند مجالي را براي عملي ساختن يافته خود نديدند

Iran may be considering renewed ties with the United States, but that dosn't mean it cannot meet with it's stategic ally North Korea. Iran's Foreign Minister Manouchehr Mottaki shakes hands with North Korean Vice Foreign Minister Kim Yong-li in Tehran, May 11.
