Cuba President Raul Castro and Venezuela President Hugo Chavez at closing ceremonies for the lauch of what is being called the Community of Latin American and Caribbean States. Is this a victory for Hugo Chavez, in his feud with the United States?

On Tuesday, Venezuela President Hugo Chávez reiterated that the indictment, issued by National Audience Justice Eloy Velasco, which observes that there are signs that Caracas is carrying out a "government partnership" with terrorist groups ETA and the FARC, is a "major offensive" orchestrated by the U.S. and Spain to scuttle Latin American Unity and counter the "tremendous success of Venezuela."

According to Chavez, three events: the report issued by the Inter-American Commission on Human Rights (IACHR) that accuses his government of seriously undermining the civil liberties of the Venezuelans; the order by Judge Velasco of the National Audience; and U.S. Secretary of State Hillary Clinton's visit to several Latin American countries this week, are all responses by Madrid and Washington to the formation of a new regional body called the Community of Latin American and Caribbean States, which is meant to assume many of the functions of the Organization of American States (OAS), and which excludes both the U.S. and Canada.

The Community of Latin American and Caribbean States came into being at the beginning of last week during a summit in Cancun, Mexico, attended by almost every Latin American head of state. But it will not be officially constituted until statutes are adopted during a 2011 summit in Caracas.

 

"This is not to the liking of the new empire (U.S.) or the old one (Spain). They are very distressed with what was born at the summit - what was born precisely here, in Caracas," Chavez said in a statement made to Venezuela's state media while meeting with his ministers at the Miraflores Palace, the seat of the Venezuelan presidency.

"They will try to sabotage the meeting in Caracas," he said. "While Venezuela is recognized by the world, we have seen unleashed an orchestrated offensive. All of this has been orchestrated due to the tremendous success of Venezuela and our governments in Cancun. … The empire quickly began its attack through the OAS, the National Audience of Spain, and from the U.S. government, in the person of its Secretary of State who is touring Latin America. In short, this is a major offensive against us," he added.
